On kids...

Recently my wife and I took on 2 extra kids. Our friend from college, the one that introduced us, the best man from our wedding, had run into some hard times and we offered to take his kids to give him a chance to get back on his feet. The plan was give us power of attorney, move the kids in and get the oldest into school. Dad's now dragging his feet, and has not given us power of attorney, but the kids are living with us. We love these kids as if they were our own, but how do we go about motivating to "help us help him"? We've actually gotten the papers drawn up, but he's canceled everytime we've tried to get together to get them signed. If anyone is listening out there, any suggestions?
